How the Parish Council Works
The Parish Council meets on the second Tuesday of every month at 7:30pm in the Village Hall. All meetings are open to the public, and we welcome residents to attend and participate.
Each meeting includes a public forum where residents can raise issues, ask questions, or share their views. We also publish agendas, minutes, and financial information to ensure full transparency.
Between meetings, councillors work on specific projects, liaise with residents, and represent the parish at district and county council meetings.
We have a formal complaints procedure available from the Parish Clerk. For general feedback, you can email us, attend meetings, or speak with any councillor. We value all feedback as it helps us improve our service to the community.
Meeting agendas, minutes, financial reports, and annual accounts are available on our website and notice boards. We maintain full transparency in accordance with local government regulations. Documents can also be requested from the Parish Clerk.
The Parish Council is funded through the precept – a portion of council tax paid by residents. We also receive some grants and manage income from facility hires (such as the village hall). All financial information is published and audited annually.

Parish Councils are the first tier of local government, dealing with local issues like village halls and green spaces. Malvern Hills District Council handles planning, waste collection, and housing. Worcestershire County Council manages schools, social services, highways, and libraries. Each level has distinct responsibilities.
Parish Councillors are elected by residents of Lower Broadheath every four years. Elections follow the same process as other local government elections. If there are more candidates than available seats, an election is held. If there are fewer candidates than seats, councillors may be co-opted between elections.
